CA start-up Coda Automotive is set to build factory in Ohio with 1,000 jobs, using Chinese technology to make lithium-ion batteries for an all-electric vehicle.
Batteries are too heavy to ship, so Coda wanted a US-based factory. Until it's up and running, a previous JV set up in Tianjin will make the initial batteries.

Since I haven't read the WSJ story, perhaps I have missed some important part of the context, but "too heavy to ship" strains credulity to a breaking point.
Large scale lithium ion battery technology is relatively new to the consumer car market, and the US Navy has experienced a pretty spectacular failure of a large scale lithium ion battery pack that led to the destruction of the Advanced Seal Delivery Vehicle.
I would speculate that quality control would be a non-trivial driving factor in choosing a US battery production solution.
