JFK had an insight on SysAdmin options/methods of his time. He changed military and civilian advisors from top down relations with Gap countries of his time to bottoms up approach. And he changed Special Forces from a specialized activity to exploit local dissidents to help our Leviathan forces of the time undermine big enemies of the time and weaken them for our main attacks. They were then focused on a bottoms up approach in Gap countries, but more skilled and experienced than regular advisors. After JFK died, the Washington Leviathan brass started chanting 'Are We There Yet?' LBJ overwhelmed the Vietnam region SysAdmin efforts with massive Leviathan air and ground forces because he wanted to be elected on his own record. The civilian casualties got support for North Vietnam and VC which more then offset their military casualties. I agree with Tom that the current Pentagon crew is more mature and open minded. However, I am very worried that so much of the public is disgusted with our overall political establishment that I'm afraid both parties could bail out on a rational perspective in dealing with the disturbing aspects of globalization. The biggest political/media brain gap is a lack of insight that the Gap is more upset with the losses transformations seem to bring rather than which old Czar or tribal group gets to take over ... and just make 'useful' nominal adjustments of a social, economic and political nature. Sorry, but my bad memories are very strong.

I am currently an ILE student at the U.S. Army's Command and General Staff College located at FT Leavenworth, KS. We wrestle with this concept of sys-admin vs. leviathan constantly. I like seeing State and Defense working together and hope this is a start to more integration in the stability / nation building mission.
