Russia, India making good military changes

Good sign. India, thanks to the Naxalites at home and the Taliban in Af-Pak, are similarly rethinking. Now if we can only get such movement from China.

This reminds me of some of the things our Armed Forces, especially our ground forces went through in the late 70s and into the early 80s. An Army's NCO Corps is vital to success. They will continue to keep surplus equipment and munitions stored somewhere (the Urals?) just "in case" but a leaner more efficient military can only aid their economy or at the very least, keep from restraining it, as it did in the 70s and 80s.
