Clear thinking on global warming

Very nicely written piece by Stephens on global warming, echoing the point I've long made: you can't expect China and India to give it up on global warming in the short run.

But the better argument (and more compelling) is Stephens's dismantling of the blame-it-on-America claim with regard to local air pollution.

On global air pollution, however, it gets tough to argue that we shouldn't be measured on per capita CO2 emissions--whatever the world decides to do about them.

Not all "capita" are equal, the measure should be based per unit of GDP/GNP.
