Makes a good try to suggest wars of influence among great powers inside failed states.
Problem? There are no good examples following the Cold War's end. Indeed, the exact opposite seems true: when one great power gets sucked in, no other one seems to evince any desire to join the "fun."
Instead, great powers see these efforts as drains on, not accumulation of, influence. The opposite of non-burden-sharing isn't proxy wars.
But you have to give the guy a backslap for trying.
