ARTICLE: Pentagon lays out detailed regulations for security contractors, By Elizabeth Newell, Government Executive, July 17, 2009

Thing that caught my eye: all weapon discharges by private security corp employees must be reported.

It's a good start a la my security "great compromise" from "Great Powers."
