Giving Mexico some credit on H1N1

OP-ED: "Mexico's Fast Diagnosis," by Julio Frenk, New York Times, 1 May 2009.
Description of a Mexican network of 11k hospitals and clinics and doctors' offices that picked up disturbing trends in April and sounded the alarm. A few hectic weeks later, and the investigation confirms a new kind of flu.
Time-wise and in terms of overall response, the case is made that Mexico did a fairly good job of responding, and thus, does not deserve the blame it's getting.
In terms of global outcomes so far, I think this is an argument worth entertaining.
