I'm interested to know if this is the true cost, or whether this includes a good deal of "Fixed Costs" that we would have incured anyway. I mean if you buy a tank for $10M that's a cost we may have absorbed whether its sitting in a storage yard in the states or deployed overseas. I'd like to understand what the real "Incremental" costs are which I think is the real point of policy contention/discussion.
