Missile threat? Bad as you want it to be

WEEK IN REVIEW: "The Rocket Science of Missile Threats," by William J. Broad, New York Times, 26 April 2009.
Where would be we without Frank Gaffney? Geez, the Soviet empire would still be standing, right?
Everyone without an iron in the fire found North Korea's latest rocketry less than impressive, but Gaffney sees America on the edge of atomic ruin (claiming a North Korean nuclear attack will leave America a "preindustrial society") doing a fair imitation of Pyongyang's propaganda.
Neat, huh?
Too many people think that just getting the basic technology makes you a threat, when actually operating these things is trickier than you think.
