Civilians need training, too

This is good and important. When I worked in DoD (Department of Navy, actually), I always felt that there was simply no training for civilians, in sharp contrast to the uniformed service, and I think that in this complex world where we inevitably play both Leviathan and SysAdmin, that's simply not good enough.
Being the most under stress right now, I am not surprised that Army steps up first here.
