Good and sensible message from Mullen. Ultimately, the biggest demander for a Department of Everything Else is Defense, because it will be its biggest supplier (of bodies) and customer (as in, I want my Leviathan to go home now).
Realistic on the ten-year window. As I have noted a lot, agencies and departments throughout the gov are now generating these people and these career tracks. There's just no bureaucratic center-of-gravity yet to point them towards.

Wondering whether China develops a DoEE before we do. Do they switch from catching up in the aircraft carrier race to something transformational that beats us to the punch? analogous to other developing nations skipping landlines and leapfrogging right to cell phones. Our legacy systems actually impede our progress.
