One of the points I make in my 12-step recovery program for American grand strategy is that violent non-state actors are best co-opted by fellow (meaning local) non-state actors, especially when you're talking about young men. A networked generation--as well as one growing in religiosity--tends to look to its peers for guidance and less to authority. Authenticity here cannot be spoofed.
