Interesting argument with which I agree. The combatant commanders are in a league of their own, bureaucratically speaking, and this is less good than it seems.

The FIRST step to fixing this is to create a DOS equal to the CINC ... break the foolish paradigm that ambassidors work for the secretary and to get the regional 'bosses' out of foggy bottom and PERMINANTLY based in the region ...The second step (and even harder) is to get a DOS that can plan its way out of a paper sack ...
