HERBST:
There was testimony given a few weeks ago by among others Carlos Pasqual and Michelle Flournoy about developing a civilian responsible capability, which I would recommend.
If you talk about something a little bit broader focused, I forget the author's name, but the book, The Pentagon's New Map, is very, very interesting and worthwhile reading.

I wonder if our government experts ever read about earlier successful Core civil connectivity efforts like the Rangaku Dutch Learning experience of the Japanese with the Dutch East India Company?

Too many folks pay more attention to events like the TR era White Fleet even though it triggered negative vibes that undermined the success of the earlier Dutch effort.
