Friend of mine in the Pentagon alerted me to this RAND definition of the Leviathan/SysAdmin division of labor by services: sea + air v. ground (or blues v. greens).

Remember Schopenhauer: ridiculed, then opposed violently, then accepted as conventional wisdom.

But, of course, Afghanistan and Iraq do most of the converting.

In reviewing the blog for the book, I realize I cited this report months ago, saying basically the same thing!

Gives you a sense of how much material I run through . . .

Why cited again? Spent some time with force structure planners inside the Pentagon recently who cited it as evidence of the clear Leviathan-SysAdmin split emerging even in their acquisition realm thinking.
