Interesting to watch. Very similar to stuff the U.S. military did across the last three decades to attract better recruits. Scary to some, but I look at it and see a capacity to tap over coming decades, unless you think having a friendly French president is going to be enough to cover the spread.

Something we should be doing now to build the core of a new sysadmin army. New version of the Peace Corp filled with young engineers, economists, and political scientists rebuilding essential technologies and infrastructures. They could cut their teeth on domestic catastrophes like post-flood New Orleans. The Romans won battles with their army but conquered by building the roads and aquifers that brought progress and security.

(and i think you meant 'aqueducts'. building aquifers would be impressive indeed! ;-)
