Three levels of overlapping processes

ARTICLE: Why I Declined To Serve, By John J. Sheehan, Washington Post, April 16, 2007; Page A17

Good version (the three levels) of what I was trying to describe in the NPR interview about overlapping processes.

Dr. Barnett, as I understand your position, there is yet a fourth strategy that General Sheehan did not articulate which would be the third strategy with the significant change that we view Iran not as the enemy but as an ally, potentially our most powerful ally, in the region. I would appreciate any clarification or elaboration that you might offer. I also think that General Sheehan's statement provides a perfect opening for you to present your grand strategy, as it relates to Iraq, yet again, to the public either through a letter to the editor or an op ed piece in the Washinton Post. I continue to be amazed that everyone is calling for a grand strategy and yet no one seems to be convening the best and brightest to come up with it. As Schwarzenhegger has provided leadership not only in California but for the entire nation and globe on the environment, where the Bush Administration has failed to do so, is it not also possible for you and others to collaborate and produce an agreed upon grand strategy? I realize the ISG came up with a version which some in Congress are seeking to act upon, in spite of the Administration, yet I still want more. Please enlighten me if there is already something being done along these lines in your circles that I remain naive about and unaware of. Thanks!
