Interesting piece, at first glance. Most interesting is that it's an Army War College student research effort.

Was delighted to see Dr Barnett's influence at service schools, but was disappointed with the paper.

HERE'S a better one (from the USAF Air Command and Staff College):

Even this one though (in my opinion) falls a bit short. To the extent that DOD is being influenced by core/gap thinking, it is almost exclusively in terms of post-conflict stabilization. How about using the military instrument of national power to help PREVENT the next war.
