That's not my summary of the manual that he quotes. That is lifted directly from the NYT article. I indented it in the post, signifying a quote, but apparently he misinterpreted.

Somebody please note this in the comments on TCS.

Actually, upon re-reading Gordon's NYT piece, it certainly appears that the quote was TB's annotated summary rather than a direct quote.
