Classic example of a solution trying to find the right problem. So OBE it hurts, but such is the state of strategic thinking in America today: using past-era tools for next-era problems. Deterrence was great while it lasted and lasts now only where it's most often completely unneeded. Yes, some spots where it's still key (India-Pak) and where it might soon be key (Israel-Iran), but it won't solve the global guerrillas challenge Robb describes.
