Another reason why we need the DoEE

Ignore the title of the piece, which is misleading.
It's a good quick rundown on why PRTs are valuable but why the pick-up game between USAID, State and Defense isn't sufficient to work consistently.
To me, this is another argument for a Department of Everything Else, because citing PRTs as the obviating tool on the ground just doesn't cut it.
