Collier has intrigued me for years, and I do believe in the "charter city" approach. It's very much akin to free-trade-zones being set up in cities: super-connectivity amidst largest disconnectedness as a means to jump start and create demonstration effects.

Singapore was/is a charter city, in this respect. So was/is Hong Kong and Dubai and Doha and . . .
