The only sort of "strategic communications" that I approve of: put the workaround technology in their hands, let the private sector provide, and then let the locals choose what feeds they want with it.

We should be in the business of leading horses to water and then letting them decide what brands they wish to drink.

Notice the porno disclaimer, though! EVERYBODY wants to cut down on the porn.
