The key statement: "For the Air Force, adapting to a bifurcated strategic environment is a challenge."

Late to the party in some ways, but underappreciated in its adjustments to date in many other ways, the Air Force struggles to adapt, much like its fellow Leviathan-heavy service, the Navy.

The big point to me: notice how it has become accepted to describe the bifurcated environment and its resulting bifurcated military tasks?
