He cautioned the audience to continually evaluate their own rules sets and to not fall victim to a false set of assumptions. As an example he pointed out the discrepancy between how well we thought we were prepared for an emergency, and the response to the aftermath of Katrina. As Senator McCain said this week, everything has changed. He spoke of two kinds of rules: those that are immutable, and those that are adaptable.
