Thomas Barnett has argued as much in various venues ranging from his blog, to his articles for Esquire Magazine. He is right. "Iran is the one regional power that can still menace the Gulf militarily. Everyone else there operates in Tehran's shadow." (Esquire, 2005) The article on Russia above, and various others like it regarding both India's and China's reluctance to back us on the Iran issue should tell us as much.
