Right idea, but--again--wrong place to locate it inside the USG

OPINION: "Senate to Hillary: Support Cyber-Dissidents," by David Feith, Wall Street Journal, 24 July 2009.

Brownback and Spector sponsor the bill appropriating $30M for State to fund groups that provide Internet access for citizens in closed societies. The op-ed praises the Falun Gong-generated Internet Freedom Consortium, which has worked its magic in more places than China.

But here the writer gets to the important point:

More worrying is that Congress's funding will go to the State Department, where deference to the world's worst regimes too often takes precedence over human rights.

Well, duh! That's what your diplomats do: work with everybody out there--from nice to unsavory.

That's why I would categorize this as a natural Department of Everything Else tasker.
